Output 1. Mechanisms for strengthening and/or establishing multi-stakeholder alliances that enable scaling up and out of fodder technologies

  • Project sites have been identified. Fodder stakeholder groups have coalesced in Ada and Mieso in Year 2 and workplans for joint action in 2009 will be developed and regularly updated over the course of the year. A fodder stakeholder group in Alamata will also be facilitated
  • A rapid diagnosis of the fodder/livestock innovation system has been designed and will be piloted in Ada in January and implemented in other sites thereafter.
  • GIS maps for each site have been prepared and these will be populated with further data as it comes available. For example scaling out of fodder introductions in pilot learning sites will be visualised using GIS tools.
  • National partners were trained in Rapid Market Appraisal Methods in Nov 2008. An RMA for fodder has been designed and will be implemented in early 2009 in all pilot sites.


Output 2 Options for effective delivery systems including innovative communication strategies and on farm interventions to improve fodder supply

  • Data from the comprehensive household feed resources assessment in Ada will be analysed. This dataset will be used to validate a simple expert knowledge tool for assessing feed resources and seasonal aspects of their production and use. This tool will be applied in sites in Syria and Vietnam also.
  • Household data collected from target households in 2008 will be augmented with data from matched control households to assess the impact of fodder introductions.
  • A further round of fodder introductions will be developed, this year led by fodder stakeholder groups at each learning site – lessons learned from this effort will be documented.
  • A meeting of the Ethiopian Fodder Roundtable will be devoted to evaluation of existing fodder seed systems in Ethiopia. This meeting will develop recommendations for further action among relevant stakeholders for developing sustainable mechanisms for enhancing seed supply at farmer level.

Output 3. Enhanced capacity of project partners to experiment with and use fodder innovations through effective communication, technical information and training in diverse aspects placing fodder interventions in the context of systems of innovation.

  • A training programme on fodder establishment and utilization will be jointly developed with national partners for delivery at local expert and extension officer level. Innovation platforms at 3 pilot learning sites will be consolidated and cross-site learning visits arranged.
  • Project participants will participate in an information sharing event on innovation systems approaches to be held in Nigeria in June 2009
  • As part of the development of a training module on fodder establishment and utilization a scoping exercise with local partners (IPMS, Ministry experts) will be undertaken to assess needs.
  • In parallel with development of a training module on fodder establishment and utilization with national partners, existing fodder fact sheets will be revised and translated into local languages for study sites.

Output 4. Generic lessons with wide applicability on innovation processes and systems, communication strategies and partnerships that provide an enabling environment to enhance scaling up and out of fodder innovations.


  • A meta-analysis of innovation system approaches and their impact on fodder innovation will be undertaken across all three study countries as well as the DFID-FIP study sites. A comparison of site identification criteria across the 3 study countries will be undertaken.
  • A feed resources assessment tool will be jointly developed and applied across the 3 study countries building on feed resources assessments conducted in Year 2 in each country.
  • A desk study of the existing policy framework relating to the livestock sector in Ethiopia will be conducted. This will assess the influence of current policy on fodder innovation capacity in Ethiopia.
